Abstract
The whole issue of maritime security must be redefined, carefully thought through, and updated in the light of changes in the strategic environment. Maritime security should not be focussed on the traditional western concept of defence against external military threats, but should be seen as part of the notion of comprehensive security. It is argued that for various reasons, the concept of comprehensive security has never been really extended to
our seas. Maritime security, unlike terrestrial, is still regarded principally in terms of military or paramilitary defence and protection.
