Prescott, Victor (1998) MARITIME BOUNDARIES IN SOUTHEAST ASIA : IT'S IMPACT ON REGIONAL SECURITY. Project Report. Maritime Institute of Malaysia (MIMA).
Abstract
For the purposes of this presentation regional security does not mean insulation against war and invasion. It means the maintenance of international friction at a level that permits governments to conduct their domestic and international affairs without fear of unexpected hostility from other countries in the region. I believe that in Southeast Asia that level of regional security already exists. There are many regions such as, for example, northeast Asia, the India sub-continent, the Middle East, parts of Africa, the eastern Mediterranean and the Balkans where government would envy the regional security that exists here.
