Abstract
The role of ocean policy institutions towards effective ocean governance has generally surpassed their original vision statements and objectives. More recent challenges necessitated by globalization, “war-on-terror”, changing
geopolitical realities, technological advancement have made the traditional role of these institutions to be expanded. While facing internal challenges of lack of funding, lack of ready made personnel in the field and higher expectations from stakeholders, external geopolitics, power projections by major powers, and environmental challenges have made track 2 approaches as an important alternative to track 1 efforts. These institutions need to have a closer cooperation to rally on group support, open channels of
communications and strength in unity to be an effective voice in regional peace, security, and help develop the agenda for regional interests.
